The City of Garland Purchasing Department believes in courtesy and fair dealing in carrying out our purchasing functions. Our goal is to perform in both an ethical and legal manner to support City needs. Every effort is made to ensure that Garland taxpayers receive the maximum value for every expenditure in a manner that preserves the public trust.

Historically Underutilized Businesses (HUB)
The City of Garland is committed to working with businesses certified as Historically Underutilized Businesses (HUBs). The goal of this good-faith effort is to actively involve HUBs in the procurement process and ensure they receive a fair opportunity to compete for our business.

Conflict of Interest
Effective January 1, 2006, Chapter 176 of the Texas Local Government Code requires that any vendor or person considering doing business with a local government entity disclose in the Questionnaire Form CIQ, the vendor or person’s affiliation or business relationship that might cause a conflict of interest with a local government entity.
